Only between First and Second Bocagrande careers advance today, at different stages, five hotels, a shopping center and several housing projects are promoted that once culminated saturate even more road capacity in the tourism sector without an project so far which overcomes the limitations of mobility it is part of the city.

The situation worries hoteliers, builders, unions and locals who see real estate development in the area is growing by leaps and bounds pace and routes of access and exit the sector are the same for decades, foreshadowing a major road collapse in the area and would make it less competitive.

Since the administration of Mayor Manuel Domingo Rojas (late 80s) there are several attempts to find a feasible solution for the area, but so far none has materialized.

The latest proposals the just introduced a young cartagenero architect, Miguel Romero Ortiz graduated from the Javeriana University, with 10 years of work experience.

 THE PROPOSAL

This raises the architect Romero is the extension of the first race of Bocagrande, today only two lanes, to carry five, three input and two output, with boulevards, bike paths, parking bays, small areas for commercial activities ( restaurants, bars, craft sales, snack bars and other activities the beach atmosphere), all within a system.

In this area 3 megaespolones, one 400 meters long, where today the spur Iribarren, where large beach area that would make a park would be built recover. A second 300 meters, at the height of 7th Street and a third between 9th and 10th streets, all complemented by dredging activities that help save space beach.

This route would start from the entrance to Bocagrande to the area Iribarren Ram in El Laguito. Tierrabomba that point towards a bridge and four-lane dual carriageway with pedestrian area and with a design that would include curves to gain better visual on Tierrabomba, Bay, Bocagrande and the historic center is proposed.

This proposal and met the mayor Dionisio Vélez and Secretary of Planning District, Dolly Gonzalez Espinoza. Also they are known in detail the Colombian Society of Architects Regional Bolívar initiative and several entrepreneurs of local and national construction would be willing to support implementation.

“The time we are late for such an initiative that not only improves mobility, retrieves the beaches and orders, but would become a tourist attraction for the city,” Romero said.

For its design, the architect says cartagenero picked the best experiences of similar projects in Rio de Janeiro (Brazil) and Copenhagen (Denmark).

 OPENS THE DEBATE

The president of the Colombian Society of Architects – Regional Bolívar, Flavio Romero Frieri, supported initiatives like this in which professional activity will contribute their knowledge to solving the mobility problems of the city and made a call to other professionals present their alternatives. What we want is to create a healthy debate on this need and achieve consensus to allow viable proposals how are you said the leader. He added that the project must link up with solutions to the Island of Tierrabomba and the adoption of new POT.

THE FOUNDERSHIP

To finance a proposal of this magnitude and impact, its designer Miguel Romero believes that the most viable initiative is a concession or Public Private Partnership to ensure the sustainability of the project and even allows to maintain the entire road network in the tourism sector Big Mouth. This would imply, if approved, installation of a toll at the entrance to the sector, the variant that is behind the CAI in the area of El Limbo. That toll would have a differential rate for residents in the area and would operate under the electronic toll scheme. It would be a single annual fee.
